Official statement of Dům zahraniční spolupráce (DZS) to administered international programmes.
In the context of the development of Covid-19 coronavirus, we recommend grant recipients to closely follow the guidelines of the Ministry of Education, Youth and Sports, the Ministry of Foreign Affairs and the Ministry of Health and to follow their instructions.
The conditions of programs administered by DZS have defined procedures for unpredictable situations. Please note the grant beneficiaries and the individual participants decide how to implement planned activities. One possible solution in justified cases is the use of force majeure. The usage of force majeure is a specific matter, depending on specific situation and circumstances. The set rules must always be respected and comply with the contract concluded between DZS and the institution.
In unpredictable individual cases, contact DZS without undue delay. In order to evaluate the possibility of applying force majeure, it will be necessary, among other things, to prove real costs incurred as a result of force majeure. It will also be necessary to demonstrate that all possible measures have been taken by the grant beneficiary to minimize financial losses (e.g.: insurance, postponement of the activity date, change of location of the activity, etc.).
At the same time, the DZS recommends that grant beneficiaries inform all participants in international programs who are or are planning to go to one of the affected areas about the possibility to contact the embassies, institutions and schools in their place of residence.
